The LNWR leaves receivership and the GCR enters receivership. The LBSC receives votes of confidence.

The Receiver cannot have the GCR build through the mountain to Manchester until the GCR earnings are sufficient to pay off that cost by the end of its run. The Receiver can worry that the last type 10 tile will be placed – by the LNWR, GWR, GNR or GER before it has a chance to do so. In OR13, the Receiver will preferably lay a type 6 tile at its home base of L7 linking to L6 & K8. In OR14 it will hope that it can lay a type 10 tile on K8 and if it cannot then it will hope to promote L7 to be a type 15.

The Receiver worries less about the LSWR. The Receiver will try to promote and place a base at (preferably) D9 and possibly C10. But rather than a base at C10 it would prefer to have a route north so if it cannot promote a station it will try to promote E9. Objections to this promotion of E9 can be lodged and will stand (unless the LSWR then has a route to E9).
